AHS Drama Program

     The theatre arts program at Apache High School consists of three groups or organizations, the membership of which is controlled by the Standing Rules, the Constitution and Bylaws of ITS Troupe 3906, and the Constitutuon, rules, and regulations of the International Thespian Society. These three groups are the AHS drama class, the AHS drama group, and ITS Troupe 3906.
     The drama class is an academic theatre arts class at Apache High School. It may or may not be offered in any given semester or academic year. Enrollment in this course is controlled by the school administration. Only by enrolling in the drama class can a student earn academic credit in drama.
     The AHS drama group is a true extracurricular activity. All rehearsals and work sessions are held after school and on weekends. (AHS students are never asked to cut classes in order to participate in the drama program.) The AHS drama group consists of any and all students who participate a drama production at Apache High School. Apache High School students, area high school students, homeschooled students of high school age, and students enrolled in the Apache Middle School and Apache Elementary School may participate in the AHS drama group. This group comes into being when Troupe 3906 holds auditions for a theatre production, and this group ceases to exist at the conclusion of "strike." Only by participating in the AHS drama group for two productions in the same academic year can a student earn an AHS activity letter in drama.
     ITS Troupe 3906 is a permanent organization chartered by the International Thespian Society. The Troupe funds, plans, and produces AHS drama productions. The requirements for membership in Troupe 3906 are set forth in the constitution, rules, and regulations of the International Thespian Society, and in the constitution and bylaws, and standing rules of ITS Troupe 3906. ITS honors--honor stars, honor bars, honor thespian, and best thespian awards--are made only to Troupe members.
     Membership in these three groups is neither inclusive nor exclusive. An individual student may be a member of any one, or of any two, or of all three groups at any one time.

Constitution and Bylaws of Troupe 3906 of the International Thespian Society

Article I; Name
The name of this organization shall be Troupe 3906.

Article II; Object
Section 1. The object of this organization shall be to advance and promote theatre arts in the Apache High School, the Apache Public Schools, and the community of Apache, Oklahoma.
Section 2. The Troupe shall function under the charter of the International Thespian Society and under the direction of the Troupe Sponsor, or Sponsor and Co-sponsor, who must be (a) regularly employed professional employee(s) of the Apache Public Schools.
Section 3. Apache High School, as used in this Constitution and Bylaws, shall mean grades nine through twelve of the Apache Public Schools.

Article III; Membership
Section 1. Membership Classifications: students, sponsors, apprentices, and honoraries.
Section 2. Membership Qualifications:
a. Student Members: Student members shall be those attending Apache High School or area high schools which do not have an ITS troupe and who have met the qualifications established by the board of trustees of the International Thespian Society. Student membership shall be approved only by the designated Sponsor, in accordance with the criteria established by the Society. Students who have met all International requirements must be issued invitations; at no time are students ever elected into the Society.
b. Sponsors: The Sponsor shall be a professional employee of the Apache Public Schools and shall have been appointed by the school administration. Whenever possible, the Sponsor shall be the person primarily responsible for the theatre arts program.
c. Apprentices: Apprentices are those students who are active in the theatre arts program at Apache High School, but who have not yet met all the requirements of membership in the Society or are not yet high school students. Apprentices may not hold membership in the Society but may earn points toward membership and may participate with Troupe 3906 in Society activities.
d. Honoraries: Upon approval of the Board of Trustees of the Society, an honorary membership may be conferred upon an adult in recognition of extraordinary services extended to the International Thespian Society and to Troupe 3906.
Section 3. Fees: Fees and membership dues shall be established by the Executive Director of the Society.
Section 4. Maintenance of Membership:
a. Students: A student member must maintain satisfactory standards of membership as set forth by the Constitution, Bylaws, and Rules of Troupe 3906. S/He must abide by all rules and regulations as promulgated by the Trustees of the Society. S/He may be suspended from Troupe 3906 upon recommendation of the Sponsor with approval of the school administrator.
b. Sponsor: The Sponsor must abide by all rules and regulations as promulgated by the board of Trustees of the Society and supply International Headquarters with all information as required.
c. Apprentices: Apprentices must be active in the Apache High School theatre arts program. The status of apprentice is terminated once the student qualifies for and is invited to apply for full membership in the Society.
d. Troupe: The Sponsor shall forward to International Headquarters and to the State Director a copy of this Constitution and Bylaws and other rules and regulations, and any amendments or changes thereto. Said Constitution and Bylaws shall in no way conflict with the Constitution of the Society or any rules and regulations as determined by the trustees of the Society.
Section 5. Application for Membership: Application for all membershihps in the society shall be made through International Headquarters upon the official form provided by the Society.
Section 6. Approval of Membership: International Headquarters may approve or reject such application.

Article IV; Officers
Section 1. The officers of Troupe 3906 shall be a President, and Vice-president, and a Recording/Corresponding Secretary. These officers shall perform the duties prescribed by these Bylaws, by the Standing Rules of Troupe 3906, by the parliamentary authority adopted by the Troupe, and such additional duties as the Sponsor may direct.
Section 2. At the regular meeting held on the first schoolday Wednesday in September, the Sponsor shall take nominations from the floor for the Troupe offices of President, Vice-president, and Secretary.
Section 3. The officers shall be elected by secret ballod to serve for one year or until their successors are elected or until they are removed by the Sponsor. Their term of office shall begin at the close of the regular meeting at which they are elected.
Section 4. No member shall hold more than one office at a time, and no member shall be eligible to serve more than two consecutive terms in the same office.

Article V; Meetings
Section 1. The regular meetings of Troupe 3906 shall be held on the first Wednesday that school is in regular session, of each month from September to May inclusive, unless otherwise ordered by the Sponsor.
Section 2. The regular meeting on the first schoolday Wednesday in September shall be known as the annual meeting, and shall be for the purpose of electing officers, receiving reports, and for any other business that may arise.
Section 3. Special meetings may be called by the President or by the Sponsor and shall be called upon written request of three members of the Troupe. Except in cases of emergency, at least three days' notice shall be given.
Section 4. Fifty-one percent of the voting members of Troupe 3906 shall constitute a quorum.

Article VI; Parliamentary Authority
The rules contained in the current edition of Robert's Rules of Order Newly Revised shall govern the Troupe in all cases to which they are applicable and in which they are not inconsistent with this Constitution and Bylaws, and any Special or Standing Rules which the Troupe may adopt.

Article VII; Rules, Regulations, and Requirements
The Sponsor and/or the Troupe with the approval of the Sponsor may adopt such rules, regulations, and requirements governing the operation of the Troupe, its officers and members, as deemed necessary.

Article VIII; Amendments
This Constitution and Bylaws may be amended at any regular meeting of the Troupe by a two-thirds vote, provided that the amendment has been submitted in writing at the previous regular meeting,


     The following are proposed amendments which shall be voted on at the next regular meeting after the required time from the date of publication has elapsed.
Amendment 1. Such parts of the Constitution and Bylaws as read "Apache Public Schools" shall be amended to read "Boone-Apache Public Schools."
Amendment 2. Such parts of the Constitution and Bylaws as read "Sponsor" shall be amended to read "Troupe Director." Such parts of the Constitution and Bylaws as read "Co-sponsor" shall be amended to read "Troupe Co-director."
Amendment 3. That part of Article III, Section 2 that reads "all International requirements" shall be amended to read "all Society requirements."
Amendment 4. That part of Article III, Section 4b that reads "and supply" shall be amended to read "and shall supply."
